Our shopping cart software features a very flexible shipping structure that allows you charge for shipping by price, weight or item quantity.
The admin area allows you to setup 'shipping destinations' and charge different rates according to where the customer is located.

A few shipping rate examples:

Flat rate shipping: The cart charges a 'flat-rate' (say $10) for every order regardless of how many items are purchased.
Weight based shipping: The cart calculates the shipping rate based on the weight of the items ordered and where they are being shipped to.
Price based shipping: The cart calculates the shipping rate based on the $ value of purchased items.
Free shipping over $X: You can specify free shipping on all items or free shipping for purchases over a certain $ amount (e.g. $10 flat rate shipping or free shipping for all orders over $100).
Item based shipping: First item shipped at $15 and all subsequent items shipped at $10

These are only a few examples- the system is very flexible so you can adjust it to suit your business.
